The Penny Woodard Saga!!!!

Penny Woodard was the interim county manager, who was promoted to county manager on an interim basis. (Some stupid theory of Dr. Dave Rainer Coach Chairperson) This is how the Florida Times Union reported it:

Woodard would still be interim, but with a 2-year contract

KINGSLAND - Interim Camden County Manager Penny Woodard was named new county manager Tuesday - on an interim basis.
Commissioner David Rainer made the motion to hire Woodard on "an interim or full-time basis to end this once and for all." Katherine Nisi Zell seconded the motion.
Then, the debate began on letting Woodard continue in the same duties she already has held for two years albeit with a contract.
Steve Berry, who later cast the lone opposing vote, asked Rainer to clarify the motion, saying he either wants to hire Woodard permanently or keep her as the interim county manager. (Read the whole story at http://www.jacksonville.com/tu-online/stories/041907/geo_9328709.shtml )



BUT THEN THE BOTTOM FALLS OUT!!!!



Come to find out Penny had a few problems. That wasn't the problem though. The problem was the Commissioners didn't discover it, the press did. Here is what the T-U said about it:

WOODBINE - After three searches for a county manager over the past two years, the Camden County Commission voted to appoint Penny Woodard, the county's human resources department manager, to the position April 17. But it now appears Woodard was not held to the same standards, which included a background check and a credit history review, as the finalists for the position. Now during negotiations Penny was wanting a raise to be the interim county manager, a job she was already doing for two years. That is when she quit.

Is Penny Woodard wearing rose colored glasses or is she an ostrich with her head in the dirt? The county is $1.2 million out of balance, with the sheriff's office losing $3 million. Most people, in the business world, know that when you are facing that big of a cut that the workload will increase until you are able to fix the problem.What nerve Penny has asking the taxpayers to give her and four other employees in her department a raise. Any intelligent person would see that this is not a good business practice. She had to know the state the county was in when she accepted the position. The county manager's first priority should be to the taxpayers, and not to himself or herself. If she can turn the state of the county's finances back to a positive figure, then she is qualified to request a raise, but until then, it would be a foolish move to make.

Should Penny Woodard Get A Raise?
That is the questioned raised today by the Tribune and Georgian. The simple answer is YES. Now let me tell you how I got there. She did not apply for the job she was appointed by 5 very stupid people who are running this county into the ground. If they do not pay her for the job that she is doing, She can sue the county. It is call equal pay for equal work. You can not make someone do someone Else's job and not pay them for it. That is illegal. It was once again the Commissioners that screw up and the rest of us must pay the price. I didn't agree with making her the interim manager, but that is what they did. So she should get something for that. If they don't pay her for the job she is doing then the County can not call itself an equal opportunity employer, because there is no equality in what they are doing.In 5 months this Commission has done nothing good for Camden County. In fact they have drained our accounts and continue to want to give more money to the big business man, yet sucking dry the poor citizen.

Now when Penny left she was making $82,726.02 according to county records. The guy that replaced her Mr. Howard is making $135,000.06.


This is a classic equal pay for equal work!!!!!!


In my next post I will show how the Steve Berry and David "the King" Rainer used Penny to get at Sandy Feller. As many of you don't know she was interim manager back in 2003 as well.

I just spoke with a lady that had called Judge Williams number to ask for Dennis Perry's plea be thrown out and to grant him a new trial. Guess what? As soon as Dennis' name was mentioned, the secretary or whoever she was got very cold and told the lady she would have to send the judge a fax or write her a letter. AND THEN SHE WOULDN'T GIVE HER THE FAX NUMBER!! She was told she would have to write a letter..which the lady has done. Does that tell you there is something wrong with this case? You people in Camden County better wake up and smell the roses before you find yourself in the same position that Dennis is in. He isn't asking to be released. Just for a FAIR trial!!
